Climate change is no longer a distant threat but a present reality affecting millions of lives across India. From erratic monsoons disrupting agricultural cycles to rising temperatures in urban areas, the impacts are visible everywhere. As one of the world’s most populous nations and a rapidly growing economy, India faces a unique challenge: pursuing economic development while simultaneously addressing climate change. This is where Sustainable Development Goal 13 becomes critical. SDG 13 calls for urgent action to combat climate change and its impacts, and India has developed a comprehensive framework to meet this challenge through national policies, institutional mechanisms, and international commitments.

Understanding India’s National Action Plan on Climate Change
In June 2008, India launched the National Action Plan on Climate Change to address both mitigation and adaptation strategies. The NAPCC represents India’s first major policy framework specifically designed to combat climate change while ensuring sustainable development. The plan operates on a fundamental principle: protecting the poor and vulnerable sections of society through inclusive and sustainable development strategies that are sensitive to climate impacts.
The NAPCC is structured around eight national missions, each targeting specific sectors critical to India’s climate response. These missions form the core of India’s climate action strategy and demonstrate a multi-pronged approach to addressing both the causes and consequences of climate change.
The eight missions of NAPCC
National Solar Mission: This mission aims to make solar energy competitive with fossil-based energy options. Originally launched as the Jawaharlal Nehru National Solar Mission in 2010, it set ambitious targets for solar power generation. The mission has been revised multiple times, with the goal of producing 100 GW of solar capacity as part of a broader target of 175 GW renewable energy by 2022. Today, India’s solar capacity has grown from just 2.82 GW to over 73 GW in the past decade.
National Mission for Enhanced Energy Efficiency: This mission focuses on creating a market for energy efficiency through innovative policies and market instruments. The mission document established India’s energy efficiency potential at approximately Rs. 74,000 crores. Upon complete execution, it aims to achieve avoided capacity addition of 19,598 MW and greenhouse gas emissions reductions of 98.55 million tonnes per year.
National Mission on Sustainable Habitat: This mission promotes energy efficiency as a core component of urban planning. It emphasizes extending the Energy Conservation Building Code, improving urban waste management and recycling, strengthening automotive fuel economy standards, and providing incentives for public transportation use.
National Water Mission: With water scarcity projected to worsen due to climate change, this mission sets a goal of 20% improvement in water use efficiency through pricing and other measures. The mission includes developing a comprehensive water database and assessing the impact of climate change on water resources.
National Mission for Sustaining the Himalayan Ecosystem: This mission aims to conserve biodiversity, forest cover, and other ecological values in the Himalayan region, where glaciers that are a major source of India’s water supply are projected to recede due to global warming.
National Mission for a Green India: This mission puts greening in the context of climate change adaptation and mitigation. It aims to enhance ecosystem services such as carbon sequestration and storage in forests and other ecosystems, hydrological services, and biodiversity.
National Mission for Sustainable Agriculture: This mission addresses climate change impacts on agriculture through strategies that include soil health management, integrated nutrient management, and water-efficient irrigation practices. One component is the Pradhan Mantri Krishi Sinchayee Yojana launched during 2015-16.
National Mission on Strategic Knowledge for Climate Change: This mission focuses on building national scientific and technological capacity in climate change science. It involves forming knowledge networks among existing institutions, developing national capacity for modeling regional climate change impacts, and encouraging research in areas affected by climate change such as agriculture, health, and biodiversity.
The coordinating role of NITI Aayog
NITI Aayog serves as the nodal institution for coordinating SDG implementation in India, leading the 2030 Agenda with the spirit of cooperative and competitive federalism. The organization plays a crucial role in tracking and accelerating progress toward SDG 13 across all states and union territories.
The SDG India Index and monitoring mechanism
NITI Aayog developed the SDG India Index, which measures and tracks progress across all states and union territories on 113 indicators aligned with the Ministry of Statistics and Programme Implementation’s National Indicator Framework. This index serves as both a monitoring tool and a mechanism to promote healthy competition among states.
The results have been encouraging. According to the SDG India Index 2023-24, India’s overall composite score rose to 71 from 66 in 2020-21 and 57 in 2018. For SDG 13 specifically, there has been a drastic improvement of 13 points in the overall composite score, rising from 54 in 2020-21 to 67 in 2023-24. This represents a shift from the “Performer” category to the “Front Runner” category, indicating significant progress in climate action.
State action plans and federal coordination
NITI Aayog coordinates with states to develop State Action Plans on Climate Change. Currently, 32 states and union territories have developed SAPCCs. These plans align with national climate priorities while addressing state-specific vulnerabilities and opportunities. For instance, Madhya Pradesh was among the first four states to receive approval from the National Steering Committee on Climate Change in 2012-13 and has since developed version 2.0 of its SAPCC aligned with NDC targets and SDGs.
The Ministry of Environment, Forest and Climate Change holds direct responsibility for SDGs 12, 13, and 15, coordinating national climate policy alongside other ministries and departments. The Department of Science and Technology oversees two critical climate missions: the National Mission for Sustaining Himalayan Ecosystem and the National Mission on Strategic Knowledge for Climate Change.
India’s international climate commitments
Beyond domestic policies, India has made significant international commitments through the Paris Agreement. These commitments demonstrate India’s willingness to contribute to global climate action while ensuring its developmental needs are met.
The original Nationally Determined Contributions
India submitted its Intended Nationally Determined Contribution to the UNFCCC on October 2, 2015. The original NDC contained three main quantitative targets for 2030: reducing the emissions intensity of GDP by 33-35% from 2005 levels, achieving at least 40% of cumulative electric power installed capacity from non-fossil fuel-based energy resources, and creating an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent through additional forest and tree cover.
Updated commitments and enhanced ambition
In August 2022, India submitted an updated NDC that raised the bar on its climate commitments. The updated targets include reducing emissions intensity of GDP by 45% by 2030 from 2005 levels and achieving about 50% cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030.
These enhanced targets translate the “Panchamrit” announced by Prime Minister Narendra Modi at COP26 in Glasgow. Panchamrit, meaning “five nectars,” included five climate commitments: increasing non-fossil capacity to 500 GW, meeting half of the country’s energy requirements from renewables, reducing carbon emissions, achieving a more aggressive reduction in emissions intensity with respect to GDP, and targeting net zero by 2070.
Early achievement of targets
India’s progress on these commitments has been remarkable. According to the Ministry of Environment, Forest and Climate Change, India achieved two targets from its first NDC well ahead of time. As of October 31, 2023, the cumulative electric power installed capacity from non-fossil fuel-based energy resources reached 186.46 MW, representing 43.81% of total capacity. Furthermore, India’s third national communication to the UNFCCC in December 2023 reported that the emissions intensity of GDP had been reduced by 33% between 2005 and 2019.
The long-term vision: Net Zero by 2070
India’s updated NDC represents a step forward toward its long-term goal of reaching net zero emissions by 2070. This commitment demonstrates India’s understanding that climate action must be sustained over decades, not just years. The net zero target signals India’s intention to fundamentally transform its economy toward sustainable, low-carbon pathways while continuing to lift millions out of poverty.
Implementation challenges and opportunities
Despite significant progress, India faces several challenges in implementing its climate action plans. The NAPCC has been criticized for slow implementation and coordination issues. Multiple ministries are involved in executing the eight missions, and cross-sectoral coordination remains difficult. Progress tracking for some missions has been challenging due to their multi-sectoral and overlapping nature.
However, these challenges also present opportunities. India’s renewable energy expansion has been remarkable, with record investment showing a 91.5% increase between 2023 and 2024. Rooftop solar installations doubled in FY 2023-24, reaching 22 GW cumulative capacity. The government has established mechanisms like the National Clean Energy Fund to finance clean energy projects and research.
India’s approach to climate action emphasizes climate justice and sustainable lifestyles. The updated NDC includes a commitment to promote “LIFE” – Lifestyle for Environment – as a key strategy for combating climate change. This approach recognizes that lifestyle choices significantly impact climate change and that sustainable living practices rooted in India’s traditions and values can contribute to global climate goals.
