Agriculture has long been the backbone of food security worldwide, but behind this stability is a shifting reality. As men increasingly leave farms for better-paying work in cities, women are taking on the bulk of agricultural labor. This transformation, known as the feminization of agriculture, reflects both changing labor markets and the challenges women face in securing resources to farm effectively. While women now make up a larger share of the agricultural workforce than ever before, they continue to struggle with access to land, credit, and sustainable farming technologies.

Understanding the feminization of agriculture
The feminization of agriculture describes the growing participation and responsibility of women in farming activities. According to UN data, over 80 percent of rural smallholder farmers worldwide were women by 2009, primarily due to men migrating to other sectors for work. In developing countries, women make up 45-80% of the agricultural labor force, performing critical tasks from planting and harvesting to processing and marketing.
This shift began gaining momentum in the 1960s and accelerated dramatically during the 1990s, as economic liberalization removed government support systems that had previously helped small farmers access credit, fertilizers, and seeds. When these safety nets disappeared, male household members often sought employment elsewhere, leaving women to manage farms with fewer resources than ever before.
However, this increased visibility of women in agriculture does not automatically translate to empowerment. Research from South Asia reveals that women are taking on more farm labor and longer working hours without gaining proportional control over land, income, or decision-making power in their households.
The triple burden: land, resources, and recognition
The land ownership gap
Land ownership remains one of the most significant barriers women face in agriculture. Only 30% of land rights are registered worldwide, and women are the least secure in their access. In Africa, while women farmers produce at least 70% of the continent’s food, only 13% of women say they own land compared to 36% of men.
In Latin America, women own between 10-30% of rural land, and the parcels they do own tend to be smaller and of poorer soil quality. This limited access to land creates a cascading effect: without land titles, women cannot use property as collateral for loans, access government subsidies meant for farmers, or make long-term investments in improving their fields.
The Food and Agriculture Organization estimates that improving women’s access to productive resources like land could increase agricultural output by 2.5% to 4%, while women themselves would produce 20-30% more food.
Access to credit and technology
Financial barriers compound the challenges women face. According to research, 36% of women report having less access to financing than men, with land ownership being a key contributing factor. In Tanzania, only 9% of women are landowners, directly limiting their capacity to access credit facilities necessary for adopting climate-smart agricultural practices.
Women also face significant obstacles in accessing agricultural technology and extension services. Studies show that women receive fewer extension services than their husbands did due to gender discrimination in perceptions of who counts as a farmer. Extension workers and agricultural cooperatives often privilege male farmers as default beneficiaries, even when women are doing the majority of farm work.
The technology gap extends to mechanization as well. Even in contexts where women have legal land rights, their actual use of machinery, pesticides, and modern irrigation systems remains significantly lower than men’s, reflecting deeper structural exclusion from formal channels distributing technological and financial resources.
The invisibility problem
Perhaps most challenging is the persistent invisibility of women’s agricultural work. Many women engaged in farming are classified as “not in the labor force” rather than as farmers. Women’s agricultural labor is systematically underreported due to gender norms that discount preparatory farming tasks performed by women, or that identify women as “helpers” rather than farmers.
This invisibility has real consequences. When women are not recognized as farmers, they are excluded from training programs, farmer cooperatives, and government support schemes designed to help agricultural producers. Their knowledge and experience go unacknowledged in agricultural policy decisions that directly affect their livelihoods.
Climate change amplifies gender inequalities
Climate change adds another layer of complexity to women’s agricultural challenges. Research from South Asia demonstrates that hotter-than-normal temperatures increase the likelihood that women work in agriculture, particularly among married women and those with less education. When extreme heat damages crops and reduces farm income, men are more likely to migrate for alternative employment, leaving women to manage failing farms with even fewer resources.
Women’s unequal access to land and credit means they face greater obstacles in adopting climate-resilient farming practices. They have less ability to invest in drought-resistant seeds, efficient irrigation systems, or soil conservation techniques that could help them adapt to changing weather patterns. This creates a vicious cycle where climate impacts push more women into agriculture even as their capacity to farm productively diminishes.
The situation is particularly acute for women with limited education, who face more constraints in accessing livelihood opportunities outside agriculture. These women become increasingly trapped in a sector made more precarious by both economic pressures and environmental change.
Policy interventions and practical solutions
Reforming land rights
Addressing women’s agricultural challenges must begin with securing their land rights. Several countries have made progress through innovative approaches. In Laos, projects are issuing land titles in both men’s and women’s names, allowing women farmers to access credit, financial services, and government programs. In Chad, a campaign mobilized over 25,000 rural women, resulting in 300 hectares of land being allocated to 18 women’s groups.
Legal reforms alone are insufficient, however. Implementation, awareness-raising, and enforcement are critical. Communities must be educated about women’s land rights, and women themselves need support in navigating complex legal systems to claim and protect their rights.
Expanding access to finance
Gender-sensitive financial products can help women overcome credit barriers. The FAO recommends regulatory changes and incentives to increase credit levels to women farmers, including industry-wide voluntary actions, direct lending, and credit enhancement mechanisms. Microfinance schemes and group lending models have shown promise in helping women access capital for farm investments.
Some programs have successfully bundled agricultural credit with insurance and inputs to help women invest in climate-smart technologies. For example, initiatives in Kenya have used trusted women community agents as intermediaries, helping women-headed households access financial services and agricultural innovations through group lending models.
Supporting micro-irrigation and water management
Micro-irrigation systems, including drip and sprinkler irrigation, represent a critical opportunity to improve women’s agricultural productivity while conserving water. Government subsidies for micro-irrigation can make these technologies more accessible to small farmers. In India, the Per Drop More Crop scheme provides 55% subsidies for small and marginal farmers to install micro-irrigation systems.
However, subsidy programs must be designed with women’s needs in mind. This includes simplified application processes, targeted outreach to women farmers, and recognition that women may lack the land titles traditionally required to access such programs. Projects in Somalia have engaged female trainers and provided training to entire family units to boost women’s participation while raising awareness about women’s contributions.
Women’s participation in water user associations has also proven beneficial. Research shows that when women are involved in irrigation management, it leads to better enforcement of rules, more effective fee collection, increased transparency, and more efficient water use.
Strengthening extension services and training
Agricultural extension services must become more responsive to women’s needs. This includes hiring more female extension workers, conducting training sessions at times and locations accessible to women, and developing technologies specifically designed for women’s agricultural work. Video-based training and digital platforms can help overcome barriers related to women’s limited mobility and time constraints.
Extension programs should also address the structural barriers that prevent women from fully benefiting from training. This means removing land ownership requirements for cooperative membership, providing childcare during training sessions, and ensuring that credit and input distribution systems recognize women as independent farmers rather than merely as helpers.
Moving toward sustainable and equitable agriculture
The feminization of agriculture presents both challenges and opportunities. While it highlights persistent gender inequalities in rural societies, it also underscores the critical role women play in sustaining agricultural economies and ensuring food security. Research consistently shows that when women have secure land rights, access to credit, and control over resources, their households experience better food security, improved child nutrition, and higher agricultural productivity.
Creating more equitable agricultural systems requires coordinated action across multiple fronts. Legal reforms must be accompanied by cultural change to challenge norms that devalue women’s agricultural work. Financial institutions need to develop products that account for women’s distinct circumstances and needs. Extension services must actively work to reach and serve women farmers. And climate adaptation strategies must explicitly address the gendered impacts of environmental change on agricultural livelihoods.
Most importantly, women themselves must be recognized as the farmers they are-not as invisible laborers or temporary substitutes for male farmers, but as agricultural producers whose knowledge, skills, and contributions are essential to feeding the world. Only by addressing the structural barriers that hold women back can we build agricultural systems that are both productive and just.
