The world has made remarkable strides in medicine, technology, and economic growth over the past century. Yet when it comes to sustainable development – meeting today’s needs without compromising those of future generations – progress remains painfully uneven. The UN’s 2024 SDG Report confirms that with just a few years left to meet the 2030 targets, the world is significantly off track. Three challenges in particular stand out: rapid population growth and urbanization, environmental degradation and resource scarcity, and deep social and economic inequality. Each one is complex on its own – together, they form a web of obstacles that demands urgent, coordinated action.

Population growth and the pressure of urbanization

The global population crossed 8 billion in November 2022 and is projected to peak at around 10.3 billion by the mid-2080s, according to the United Nations Population Fund (UNFPA). This growth is not happening uniformly. Sub-Saharan Africa and parts of South Asia are experiencing the fastest increases, while many high-income countries face aging populations and even population decline. The challenge is not population size alone – it is how this growth interacts with infrastructure, services, and natural resources.

Urban expansion and infrastructure strain

Population growth today is largely urban growth. UNFPA projects that the world will add close to 2 billion new urban residents by 2050, with the most dramatic expansion expected in Africa and Asia. Currently, cities already generate more than 80% of global GDP, but they are also absorbing millions of people faster than their infrastructure can handle.

According to the UN Development Programme, nearly 700 million urban slum dwellers lack adequate sanitation, raising serious risks of communicable disease – especially among children. New housing will need to be built for 3 billion people by 2030, and meeting that demand requires an estimated $57 trillion in global infrastructure investment. In most developing nations, local governments simply do not have the fiscal capacity to fund this at scale.

Unplanned sprawl and climate risks

Urban expansion that happens without adequate planning carries its own set of consequences. UN-Habitat’s World Cities Report 2024 warns that unplanned urban sprawl – driven largely by mounting housing needs – amplifies climate risks. Buildings, housing, and construction alone account for up to 40% of greenhouse gas emissions. More than 2 billion urban residents are projected to face significant temperature increases by 2040, with over a third living in areas where annual mean temperatures exceed dangerous thresholds. Rapid urban growth, in other words, is not just a development problem – it is a climate problem too.

The World Bank estimates that meeting the green infrastructure needs of low- and middle-income countries alone requires up to $2.7 trillion annually. With roughly one in four urban residents globally living in slums or informal settlements, the scale of the challenge is hard to overstate. If urbanization is managed well – with sustainable planning, inclusive housing, and investment in services – it can be a driver of development. If left unmanaged, it deepens poverty and environmental risk simultaneously.

Environmental degradation and resource scarcity

Human activity is consuming the Earth’s natural resources at a pace that science is describing as a crisis. UNEP’s Global Resources Outlook 2024 reports that extraction of natural resources tripled over the past five decades – and global consumption is projected to increase by a further 60% by 2060 compared to 2020 levels. This trend is not sustainable, and its consequences are already being felt across ecosystems, food systems, and human health.

Pollution, biodiversity loss, and ecosystem collapse

The world is currently facing what UNEP describes as a triple planetary crisis: climate change, biodiversity loss, and pollution. These three problems are deeply interconnected. Environmental degradation threatens food security through soil degradation and loss of arable land. It endangers water supplies through pollution and groundwater contamination. And it directly harms human health – pollution is a leading cause of disease globally.

Biodiversity loss compounds each of these impacts. When species disappear and ecosystems weaken, their ability to regulate climate, purify water, and support agriculture diminishes. The UN’s Conservation of Migratory Species has highlighted that over 20% of migrating animals face extinction risk due to climate change and human encroachment. These are not abstract statistics – they represent cascading risks to the systems that underpin human survival.

Resource depletion and the development trap

There is a painful contradiction at the heart of global development: the economic growth that lifts people out of poverty depends on natural resource use – but that resource use, if unchecked, destroys the environmental foundations that future growth depends on. As The Climate Group puts it, economic growth built on natural resource extraction is effectively borrowed growth, because once those resources are gone, so too is the prosperity they generated.

High-income countries bear the greatest responsibility here. UNEP’s data shows that rich countries use six times more resources and generate ten times the climate impacts of low-income nations. Yet it is low-income countries – often the least responsible for environmental degradation – that suffer its worst effects. This structural injustice creates a double burden for the Global South: managing the consequences of a crisis they did little to create while trying to develop their own economies without repeating the same extractive patterns.

Addressing resource scarcity requires decoupling economic growth from environmental harm – reducing the resource intensity of production, transitioning to renewable energy, and adopting circular economy models that minimize waste. The science is clear on what is needed; the challenge is political will and equitable financing to make it happen.

Social inequality and economic disparities

Sustainable development, by definition, cannot leave people behind. Yet inequality – within countries and between them – remains one of the most stubborn barriers to progress. The European Commission notes that more than 75% of people in developing countries now live in countries where income is more unequally distributed than it was in the 1990s. Globally, roughly 1% of the world’s population controls more than 50% of its wealth, while over 800 million people remain in extreme poverty.

How inequality undermines sustainable development

Inequality is not just a moral problem – it is a practical obstacle to every dimension of sustainable development. The Center for Economic and Social Rights has shown that high levels of inequality undermine access to health, education, housing, and employment. It erodes political participation, fuels insecurity and conflict, and makes it structurally impossible to achieve goals like poverty eradication, food security, and universal health coverage. In short, you cannot build a sustainable world on a deeply unequal foundation.

The UN’s SDG 10 – Reduced Inequalities – directly addresses this challenge. It calls for progressive income growth among the poorest 40% of the population, inclusive social and political participation for all people regardless of age, gender, disability, race, or origin, and stronger representation for developing countries in global financial governance. Yet progress is stalling. Discrimination worldwide is on the rise, disproportionately affecting women, urban residents, persons with disabilities, and those with lower education levels.

The gender dimension of inequality

Inequality does not affect everyone equally – women, girls, and marginalized groups consistently face compounded disadvantages. The International Science Council emphasizes that narrowing gender disparities is essential for harnessing the demographic dividend in high-growth regions, noting that lack of access to education, reproductive health services, and economic opportunity for women and girls remains a significant structural barrier to sustainable development in South Asia and Sub-Saharan Africa.

When women are excluded from economic life, denied quality education, or unable to access healthcare, the cost is not borne by women alone – it is absorbed by entire communities and economies. Inclusive policies that actively address gender inequality are not optional extras in the sustainable development toolkit; they are fundamental to making it work.

The need for inclusive, equity-centered policies

Tackling economic disparity requires action on two fronts. Redistributive policies – such as progressive taxation, social protection programs, and public investment in health and education – help close gaps after they form. But equally important are pre-distributive policies: rules and systems designed to make markets fairer in the first place, including labor protections, equal pay legislation, access to financial services, and regulation of corporate power.

At the global level, reducing inequality between nations requires fairer trade rules, reforms to international financial institutions that give developing countries more voice, and curbing cross-border tax abuse that drains resources from poorer economies. UNDP consistently highlights that the 17 SDGs are integrated – action on inequality directly enables progress on poverty, health, climate, and every other goal. Without meaningful reductions in both social and economic disparity, sustainable development will remain out of reach for billions of people.

The connections between these challenges

Population growth, environmental degradation, and inequality do not operate in isolation – they amplify each other. Rapid, unplanned urbanization concentrates poverty and environmental harm in the same places. Resource depletion hits the poorest communities hardest, as they rely most directly on land, water, and forests for their livelihoods. Inequality drives unsustainable consumption at the top while leaving people at the bottom with no choice but to exploit degraded resources just to survive.

This interconnectedness is exactly why the SDG framework was designed as an integrated agenda. Progress on climate and environment supports food security and health. Reducing inequality accelerates poverty reduction and strengthens communities’ resilience to climate shocks. Managing urbanization well creates opportunities for both economic development and lower per-capita emissions. The challenges are linked – and so must be the solutions. What is needed is not a series of isolated interventions, but a coherent, equity-centered approach that addresses the structural drivers of unsustainability at every level, from local governance to global financial systems.
