Women are the backbone of some of the world’s most critical economic sectors – from tending crops and raising livestock to weaving textiles and processing food for their communities. Yet despite this immense contribution, they consistently face barriers that limit their productivity and earnings. According to the FAO, women make up roughly 43 percent of the agricultural labour force globally, and in sub-Saharan Africa, agrifood systems account for 66 percent of women’s total employment. The problem is not effort or skill – it’s access. Access to training, tools, technology, and markets. Closing these gaps requires targeted, sector-specific interventions that address the unique constraints women face in agriculture, crafts, and food processing. Here’s what those interventions look like in practice.

Agriculture and livestock: closing the productivity gap through training and technology
Female farmers are not less capable than their male counterparts – they are simply working with less. Research by UN Women examining five sub-Saharan African countries found that gender gaps in agricultural productivity do not stem from inefficiency but from unequal access to inputs such as high-yield seeds, fertilizers, pesticides, and time-saving equipment. In other words, the playing field is uneven before the work even begins.
This finding has important implications for how interventions should be designed. Rather than treating women as passive beneficiaries of general agricultural programs, effective interventions must be tailored to address the specific bottlenecks women face. Two categories stand out: technical training and access to modern equipment.
Technical training for women farmers
Technical training programs introduce women to improved seed varieties, soil management, pest control, and better livestock husbandry practices. When women gain access to this knowledge, the results are measurable. A study on Bangladesh rice farms found that improvements in women’s empowerment in agricultural decision-making were directly associated with higher farm productivity, including gains in technical efficiency and technological change. When women can make independent choices about what to plant, when to plant, and how to manage their plots, farms perform better overall.
Extension services – the agricultural equivalent of professional development – have historically been male-dominated, with female farmers receiving far fewer visits from government agricultural officers. Targeted programs that deploy female extension agents, hold training sessions in locations accessible to women, and schedule sessions around domestic responsibilities make a concrete difference in participation and uptake.
Access to modern farming equipment
Physical labour constraints are a real barrier for many women in agriculture, particularly in smallholder settings where tasks like threshing, milling, and water hauling are done manually. Providing women with access to labour-saving technologies – such as improved hand tools, motorized mills, or small-scale irrigation pumps – directly reduces drudgery and frees up time that can be reinvested into productive work.
The World Bank’s agricultural projects in Angola demonstrate what targeted support can achieve: between 2015 and 2024, a project supporting 2.5 million farmers (37 percent of whom were women) helped increase livestock yields by 52 percent and boosted farmer revenues by 96 percent through improved market linkages and better water and crop management practices. Livestock-specific interventions – such as training women in animal health management, vaccination protocols, and improved fodder production – have similarly shown strong returns when women are explicitly included as participants rather than assumed to benefit passively from programs designed for male household heads.
Land rights and financial access as enabling conditions
No amount of training or equipment access fully compensates for the lack of land rights and credit. The African Development Bank notes that women represent only about 15 percent of agricultural landholders in Africa, ranging from as low as 3 percent in some countries. Without secure land tenure, women cannot use land as collateral for loans, and without credit, they cannot invest in inputs or equipment. Sector-specific interventions in agriculture are most effective when they are bundled with reforms that expand women’s property rights and link them to microfinance options designed for smallholder realities.
Crafts and handicrafts: from subsistence to market-ready enterprise
The handicrafts sector is one of the most feminized industries in the world. According to the International Trade Centre, women constitute around 70 percent of the global handicraft workforce, and in countries like India, that figure reaches approximately 80 percent. Despite this dominance, earnings remain low. The sector is characterized by fragmented value chains, limited market access, weak branding, and an absence of formal support structures. Targeted interventions can change this picture significantly.
Design training and product development
One of the clearest pathways to higher earnings for women artisans is upgrading the market appeal of their products. Traditional designs, while culturally rich, may not align with contemporary consumer preferences – especially in premium or export markets. Structured design training that bridges traditional techniques with current market trends is a high-impact intervention.
Research from Bangladesh’s handloom sector found that training in design, costing, dyeing, and quality assurance led to a 40 percent reduction in defective products and a 22 percent increase in average unit prices for trained producers. The same research identified design innovation as the single strongest predictor of price premiums in export-oriented handmade textiles. These numbers make a compelling case for design-focused interventions as a core component of any strategy to enhance women’s earnings in this sector.
Mechanization and tools
Mechanization in the crafts sector does not mean replacing handmade work – it means using appropriate technology to reduce the time and effort required for labour-intensive stages of production. Better looms, ergonomic tools, and small-scale machinery for tasks like spinning and dyeing can increase the volume of output women produce without sacrificing the handmade quality that gives these products their value.
The key is that mechanization must be appropriate to scale and context. Heavy industrial machinery makes no sense for home-based artisans. But intermediate tools – often developed in partnership with local craftspeople – can meaningfully increase output while remaining manageable for individual producers or small cooperatives.
Market linkages and digital access
Even the most beautifully designed and well-made product earns little if it cannot reach the right buyer. Market linkage programs connect women artisans to traders, retail buyers, fair-trade organizations, and increasingly, online platforms. Organizations like the World Fair Trade Organization (WFTO) and UN Women have recognized handicrafts as a vehicle for sustainable livelihoods, supporting artisan cooperatives in connecting to global ethical consumption markets.
Digital tools have introduced new possibilities. Social media platforms, e-commerce marketplaces, and mobile payment systems are reducing the distance between artisans and customers. Women artisans in India’s Raichur district, supported through digital entrepreneurship programs, began using platforms like Pinterest and YouTube to develop designs and social media to market their products – reaching customers well beyond their local villages. For many, digital payments were the first time they could track and plan their income with any precision. The shift was not just economic; it changed how these women understood their own work as a business.
Cluster-based models – where groups of artisans in a region are supported collectively – also help address challenges of scale. Rather than each artisan navigating markets alone, clusters enable shared infrastructure, collective bargaining, and coordinated quality standards, making it easier to attract serious buyers and meet the volume requirements of larger orders.
Food processing and preservation: turning perishables into sustained income
Food processing is an area where women’s involvement is both significant and deeply undervalued. The FAO estimates that women are responsible for up to 80 percent of food production in many developing countries, and their role in post-harvest handling and processing is central to household food security. Yet without proper training in preservation and quality control, much of what women produce spoils before it can be sold – a direct loss of income that compounds across seasons.
Training in food preservation techniques
Effective food preservation dramatically changes a producer’s economic position. A fresh fruit that lasts three days cannot be transported to distant markets; a properly dried, fermented, or heat-processed version of the same fruit can be sold weeks or months later, at a higher price, to a wider range of buyers. Interventions that train women in techniques such as solar drying, pickling, fermentation, bottling, and minimal processing allow them to add value to what they already grow or purchase, and to sell when prices are favorable rather than when they are desperate.
The FAO’s analysis of small-scale food processing highlights that shelf life, combined with access to transportation and markets, determines the geographical reach of a processed food product. Women who understand how to extend shelf life – and do so safely – unlock access to larger and more profitable markets. This is not a marginal benefit. It is the difference between a subsistence activity and a viable small enterprise.
Quality control and food safety standards
Quality control is the foundation of market trust. A product that makes a buyer sick once will never be purchased again. For women seeking to enter formal or semi-formal markets, meeting basic food safety standards is a prerequisite – and achieving those standards requires specific knowledge that many small-scale processors simply do not have.
Training programs in food safety cover essential practices including good hygiene standards, hazard analysis and critical control points (HACCP) principles, proper storage temperatures, and contamination prevention. Research on food safety interventions in low- and middle-income countries found that training food handlers improved their knowledge by around 30 percent and their practices by approximately 70 percent compared to untrained counterparts. In Kenya, training milk traders and providing a supportive operating environment created a model so effective and scalable that an estimated 6.5 million consumers are now benefiting from safer milk sold by certified traders.
For women processors specifically, the lack of workers who understand food safety and quality control is one of the most significant constraints on moving from informal to formal markets. Addressing this gap through targeted training – offered in local languages, at accessible locations, and with hands-on practical components – is one of the highest-return investments development programs can make in this sector.
Packaging and value addition
Packaging is not a cosmetic concern – it is functional infrastructure. The FAO notes that inadequate packaging is one of the most important constraints on small-scale food processors in developing countries, limiting both shelf life and market competitiveness against larger producers and imported goods. Interventions that provide women processors with access to appropriate, affordable packaging – along with training in labeling and product presentation – immediately improve their ability to compete in retail environments and attract buyers who require standardized, professionally presented products.
Value addition through processing also has a multiplier effect. When women process raw agricultural products into jams, dried fruits, oils, or packaged spices, they capture more of the value chain themselves rather than selling raw commodities at the lowest price point. This vertical integration – however small in scale – is one of the most reliable pathways to improving women’s net income from food-related work.
Why sector-specific design matters
A general women’s empowerment program that does not account for the specific constraints of agriculture, handicrafts, or food processing will inevitably fall short. The barriers are different, the skills required are different, and the market dynamics are different. A farmer who needs access to an irrigation pump has a different problem than a weaver who needs design training, who has a different problem than a food processor who needs to understand hygiene standards.
What these sectors share is the pattern of underinvestment in women’s participation despite women’s central role in each of them. Closing this gap – through targeted technical training, appropriate tools and mechanization, quality standards support, and concrete market linkages – is not charity. It is an evidence-backed strategy for economic development. The FAO has estimated that equalizing women’s access to agricultural inputs alone could increase agricultural output by 2.5 to 4 percent – enough to reduce global undernourishment by up to 17 percent. The returns to similar investments in crafts and food processing, while harder to aggregate at a global level, are equally meaningful at the community level where women’s livelihoods are actually lived.
Effective interventions are also increasingly recognizing the importance of bundling support – combining technical training with financial access, market linkages, and digital tools – rather than offering isolated components that fail to address the full range of constraints women face. Programs that integrate these elements tend to generate more sustained outcomes for women’s income and autonomy across all three sectors.
