Every community deserves access to clean air, safe water, and a healthy environment. Yet across the world, some neighborhoods bear a heavier environmental burden than others. Low-income communities and communities of color often face higher exposure to pollution, hazardous waste, and environmental risks-not by chance, but as a result of systemic inequities in how environmental decisions are made and enforced. This is the challenge of environmental equity.

Environmental equity means ensuring fair distribution of both environmental benefits and environmental burdens across all communities, regardless of race, income, or social status. When environmental equity is absent, the consequences are profound: higher rates of asthma, cancer, and other health conditions in affected populations. Understanding the types of environmental inequity, how to address them, and real-world examples can help us work toward a more just future.

Types of environmental inequity

Environmental inequity manifests in several distinct ways. Scholar Robert D. Bullard identified three primary categories that help explain how environmental injustice operates in practice.

Procedural inequity

Procedural inequity refers to unfairness in how environmental decisions are made and enforced. This type of inequity occurs when rules, regulations, and environmental policies are not applied uniformly across communities. Marginalized populations often lack meaningful involvement in environmental decision-making processes that directly affect their lives.

For example, procedural injustice happens when public hearings about new industrial facilities are held at inconvenient times or in remote locations, when materials are only available in English for non-English-speaking communities, or when enforcement of environmental laws is weaker in low-income neighborhoods. When communities cannot participate meaningfully in decisions about local environmental hazards, they lose the ability to protect their own health and safety.

Geographical inequity

Geographical inequity involves the physical placement of environmental hazards near vulnerable populations. This type of inequity examines the spatial distribution of communities and their proximity to polluting facilities such as landfills, incinerators, sewage treatment plants, refineries, and other hazardous sites.

Research shows that poor communities and communities of color often experience what experts call a triple vulnerability in facility siting. They are more likely to live near multiple sources of pollution, have less political power to resist hazardous facility placement, and face additional challenges if they live in unincorporated areas without their own local government representation. According to the Environmental Protection Agency, half of people who live within a mile of federal Superfund sites are from minority racial groups, despite minorities making up only 40 percent of the U.S. population.

Social inequity

Social inequity considers how sociological factors such as race, ethnicity, class, culture, and political power influence environmental outcomes. This dimension recognizes that environmental burdens are not randomly distributed but rather reflect deeper patterns of social inequality and discrimination.

A landmark 1987 study by the United Church of Christ’s Commission for Racial Justice found that race was the most important factor predicting placement of hazardous waste facilities in the United States. This pattern persists today. Communities with less economic and political power face systematic disadvantages that make them targets for environmental hazards while limiting their access to environmental resources like parks, clean water, and healthy food.

Addressing environmental inequity

Creating fairer environmental policies requires intentional strategies that go beyond treating all communities identically. True equity means addressing historical disadvantages and ensuring that those who have borne disproportionate burdens receive appropriate support and protections.

Strengthening procedural justice

Meaningful community involvement must become standard practice in environmental decision-making. This means holding public meetings at accessible times and locations, providing translation services, offering technical assistance to under-resourced communities, and ensuring that community input genuinely influences regulatory decisions. When affected populations have real power in environmental governance, outcomes become more equitable.

Reforming land use and zoning policies

Many environmental inequities stem from discriminatory zoning practices and land use decisions that concentrate polluting industries in low-income neighborhoods and communities of color. Addressing this requires comprehensive land use plans that prevent clustering of environmental hazards in vulnerable areas, enforce environmental regulations consistently across all neighborhoods, and prioritize remediation of existing pollution in overburdened communities.

Implementing equitable resource distribution

Fair treatment means that no group should bear a disproportionate share of negative environmental consequences. Policies should ensure equitable access to environmental benefits such as green spaces, clean water, and renewable energy, while actively working to reduce pollution burdens in historically disadvantaged areas. This might include targeted investments in air quality improvements, water infrastructure upgrades, and climate resilience measures for the most impacted communities.

Supporting community capacity and advocacy

Addressing environmental inequity requires building the capacity of affected communities to advocate for themselves. This includes providing funding for community-based organizations, ensuring affordable access to legal and technical expertise, and supporting grassroots environmental justice movements. Government agencies must actively seek out and incorporate community knowledge and lived experiences into environmental policy development.

Examples of environmental inequity in action

Real-world cases illustrate how environmental inequity manifests and affects communities.

Cancer Alley, Louisiana

The area along the Mississippi River between Baton Rouge and New Orleans, known as “Cancer Alley,” hosts a high concentration of petrochemical plants that release toxic pollutants into the air and water. The predominantly African American residents living in poverty near these facilities experience increased rates of cancer and respiratory illnesses. Despite community opposition, polluting industries continue to expand in the region, demonstrating both geographical and social inequity.

Flint water crisis, Michigan

In Flint, Michigan, a predominantly low-income African American community faced lead contamination in their water supply after the city switched water sources to save money. Government officials dismissed community concerns for months while residents, including thousands of children, were exposed to dangerous lead levels. This case exemplifies procedural inequity-community voices were ignored-and social inequity rooted in systemic racism and economic disadvantage.

Urban heat islands

Previously redlined neighborhoods in cities across America experience significantly higher temperatures than wealthier areas due to less tree cover and more heat-absorbing concrete. Low-income residents and communities of color face greater health risks during heat waves, with increased emergency room visits and heat-related deaths. This geographical inequity reflects decades of discriminatory housing policies that continue to harm residents today.

Air pollution in disadvantaged communities

Studies consistently show that low-income communities face higher concentrations of air pollutants including particulate matter and nitrogen dioxide. In Chicago, for example, factories and industrial plants are concentrated in predominantly Black and Hispanic neighborhoods, leading to exponentially higher rates of asthma, cancer, and respiratory illness. Children in these communities are hospitalized for asthma at rates twice as high as white children, and they are four times more likely to die from asthma.

Decades of uranium mining on Navajo lands left behind contaminated water sources, exposing Navajo people to increased health risks including kidney disease and cancer. This case demonstrates both geographical inequity in the location of hazardous activities and social inequity in how indigenous communities have been treated in environmental decision-making.

These examples reveal a clear pattern: environmental inequity is not accidental but results from systematic discrimination, unequal political power, and policies that value some communities over others. Achieving environmental equity requires acknowledging these injustices and taking concrete steps to prevent future harm while remediating past damage.

The path forward demands more than good intentions. It requires enforceable policies, adequate funding for affected communities, meaningful inclusion of marginalized voices in environmental governance, and sustained commitment to dismantling the systems that created environmental inequity in the first place. Only then can we ensure that all people, regardless of race or income, have equal access to clean air, safe water, and healthy environments.
