Training and exercising plans is the cornerstone of preparedness, which focuses on readiness to respond to all hazards, incidents and emergencies.
Effective preparedness involves creating mutual aid agreements, training both professional responders and community members, and conducting regular disaster exercises. Fire drills, evacuation rehearsals, and tabletop exercises help ensure that when real emergencies happen, people know what to do. Communities also develop business continuity plans and compile lists of resources needed for recovery.
Response: taking immediate action during disasters
The response phase begins when disaster strikes. Response involves coordinating the use of resources, including personnel, supplies and equipment, to help restore personal and environmental safety while minimizing additional property damage. Immediate priorities include saving lives, addressing humanitarian needs such as food and shelter, and conducting damage assessments.
During response, emergency management systems like the Incident Command System coordinate activities among various agencies and organizations. Communication is essential-both among responders and with the public. Response activities can range from evacuations and search-and-rescue operations to distributing emergency supplies and providing medical care. The goal is to stabilize the situation and prevent further harm.
Recovery: rebuilding and learning from experience
Recovery is the restoration of communities following disaster impacts. This phase can last anywhere from months to years, depending on the severity of the event. Recovery involves restoring critical community functions and returning the local economy to some sense of normalcy, ideally achieving at least the same level of functioning as before the disaster.
Recovery includes both short-term and long-term activities. Short-term recovery focuses on restoring essential services like power, water, and transportation. Long-term recovery involves rebuilding homes and businesses, repairing infrastructure, and addressing economic impacts. Smart recovery planning incorporates lessons learned from the disaster to build back stronger and more resilient systems that can better withstand future events.

Creating disaster-resilient communities requires more than just emergency plans on paper. It demands active engagement, continuous improvement, and integration of preparedness into daily operations.
Engage the whole community
