Women are central to food production, craft economies, and natural resource management worldwide – yet their contributions remain structurally undervalued. According to the FAO, women make up roughly 43% of the agricultural labor force in developing countries and account for 85 to 90% of time spent on household food processing and preparation. Despite this, they consistently face gaps in access to technology, markets, finance, and training. Closing these gaps requires more than generic support programs – it requires sector-specific interventions that match the realities of where women already work and what they need to move forward. This post breaks down three key sectors – agriculture and food processing, craft and handicraft, and livestock and forest-based ventures – and the targeted strategies that make a real difference.

Why sector-specific interventions matter
A one-size-fits-all approach to women’s economic empowerment rarely works. The challenges a woman faces cultivating crops on a small plot differ significantly from those facing a weaver trying to access national retail markets or a dairy farmer navigating veterinary services. Research on gender and agricultural value chains consistently shows that the most effective interventions are those designed around the specific node of the value chain where women operate – strengthening what they already do and opening pathways into more remunerative roles they have been excluded from. When interventions are generic, they tend to benefit those already closest to opportunity, often men. When they are targeted, they begin to shift structural inequalities.
This is why sector-specific thinking is now central to gender-responsive development programming. Each sector has distinct barriers, distinct assets women bring, and distinct leverage points for change.
Agriculture and food processing
Agriculture is where the gender gap in productivity is most measurable – and most correctable. The FAO estimates that if women had the same access to productive resources as men, they could increase farm yields by 20-30%, which could raise total agricultural output in developing countries by 2.5-4% and reduce global hunger by up to 12%. The problem is not women’s capacity; it is access.
Introducing appropriate technology
Many women in smallholder agriculture still rely on manual labor for tasks that technology could significantly ease – hand irrigation, manual threshing, and basic processing. Interventions in countries like The Gambia and the Sahel have combined physical infrastructure – building boreholes and installing solar-powered irrigation systems – with skills training so women can independently manage and maintain that technology. This dual approach matters: providing equipment without training creates dependency, while training without equipment produces no tangible change.
In Bangladesh, PRAN’s partnership with the Global Agriculture and Food Security Program (GAFSP) trained over 110,000 smallholder farmers – many of them women – in crop production, financial management, and food safety standards. The result was improved yields, better market access, and higher food safety compliance. Targeted training in crop production and quality standards transforms women from subsistence producers into market-ready suppliers.
Food processing and quality standards
Food processing is an area where women are already dominant but structurally constrained. Women and youth dominate informal food processing sectors but face systemic barriers to accessing finance, formal training, and technical knowledge on nutrient-preserving techniques and safe handling. Without deliberate capacity-building, many post-harvest innovations remain inaccessible to them.
Value-addition through food processing – turning raw agricultural produce into packaged, preserved, or processed goods – is one of the most effective ways to increase women’s incomes. A Nigerian example illustrates this clearly: Amina Muhammad Sani’s company sources tomatoes, peppers, and onions from women farmers and processes them into paste and powder, extending shelf life, reducing post-harvest losses, and creating off-season processing jobs for female producers. This kind of structured value chain strengthens women at multiple nodes simultaneously – as primary producers and as processors.
Interventions in this space should focus on three things: training in quality and food safety standards that meet market requirements, access to affordable processing equipment, and connections to buyers who can offer consistent off-take agreements. When women can guarantee product quality and volume, they move from informal sales to formal supply chains.
Addressing structural barriers in agriculture
Technology and training interventions only work if underlying structural barriers are addressed alongside them. In Sub-Saharan Africa, less than 10% of landowners are women in many countries, which directly limits their access to credit and investment. In Malawi, the Food Systems Transformation Project introduced a gender gap indicator targeting a 25% reduction in the yield gap between female and male farmers. In Laos, issuing land titles in both spouses’ names has expanded women’s access to formal credit. These structural changes run alongside technical interventions – neither is sufficient alone.
Craft and handicraft support
The craft and handicraft sector occupies a unique space in women’s economic empowerment. It draws on skills that many women already have, uses locally available materials, requires relatively low startup capital, and can be organized around domestic schedules. In India, more than 50% of the country’s seven million artisans are women. Yet despite being the custodians of these crafts for generations, many have historically lacked direct market access and remained dependent on intermediaries who captured most of the profit.
Design training and product development
One of the most impactful interventions in this sector is connecting traditional craft skills with contemporary design sensibilities. Many handmade products have deep cultural value but do not align with current consumer aesthetics or market trends. Design training helps craftswomen adapt their products – experimenting with color palettes, finishes, or product forms – while retaining the cultural integrity of the craft. Effective vocational programs for craftswomen cover not only technical skills but also product diversification, encouraging women to blend traditional techniques with contemporary designs to meet both domestic and export market demands.
In Mardin, Turkey, a local training program helped women develop not just craft techniques but also skills in marketing and customer relations – enabling them to promote their products more professionally. In Uzbekistan, UNESCO and EU-supported programs provided women with e-commerce and digital sales training, helping them access global buyers without geographical barriers.
Market linkages for craftswomen
Access to markets is the single most common barrier craftswomen face after skills training. Without a sales channel, a trained artisan cannot convert her skills into income. Global organizations including UN Women, the ILO, and the World Fair Trade Organization recognize handicrafts as tools for sustainable livelihoods and support initiatives that connect artisans to fair trade networks, online platforms, and retail partnerships. Digital platforms like Etsy, Amazon Handmade, and even WhatsApp Business are enabling rural artisans to reach buyers directly – cutting out intermediaries and retaining more of the product’s value.
The India Craft Project exemplifies this approach by eliminating intermediaries and providing women with direct market access and fair wages. Their support for Sikki grass craft from Bihar – traditionally used for household items, now reimagined as sustainable home decor – shows how traditional crafts can be repositioned for entirely new markets with the right design and marketing support.
Organizations like India’s Self-Employed Women’s Association (SEWA) combine training, access to credit, and market linkages for women engaged in embroidery, weaving, and block printing – a comprehensive package that addresses multiple barriers at once. This kind of integrated support is consistently more effective than addressing a single barrier in isolation.
Cooperatives and collective organizing
Individual craftswomen often lack the volume, consistency, and bargaining power to access larger buyers. Artisan cooperatives solve this by pooling production, ensuring quality consistency, and negotiating collectively. Facilitating market linkages through exhibitions, fairs, online platforms, and retail partnerships – combined with collaboration with tourism authorities to incorporate women’s crafts into cultural tourism – expands reach further. Cooperatives also create a peer learning environment where design improvements, technique refinements, and business skills circulate organically among members.
Livestock and forest-based ventures
Livestock and non-timber forest products (NTFPs) are two sectors where women’s roles are substantial but their returns remain low – primarily because they lack access to the technologies, resources, and market connections needed to move beyond subsistence-level activity.
Livestock: access to resources and improved breeds
Livestock are a crucial asset and safety net for the poor, especially for women and pastoralist groups in developing countries. Women in many rural communities manage small livestock – poultry, goats, pigs – but are more likely to keep traditional breeds with lower productivity and less likely to access veterinary services, improved feeds, or training. The result is that their livestock holdings generate significantly less income than they could with targeted support.
Effective interventions connect women with improved breeds, vaccination programs, and better feeding practices. They also provide training on value addition: for example, rather than selling raw milk, women can be trained to produce yogurt, cheese, or butter – products that command significantly higher prices. In South Sudan, Rachel Ayen Madit improved her household’s food security and soil fertility simultaneously by learning to produce organic manure from livestock waste and crop residues – a low-cost, high-impact technique that required knowledge transfer rather than expensive inputs.
Access to veterinary services and animal health information is another critical gap. When women cannot access timely animal health support, they face higher livestock mortality, which erodes the productive asset they depend on. Community animal health worker programs, designed to operate in remote areas and specifically target women livestock keepers, have shown significant results in reducing this gap.
Non-timber forest products and value addition
Women in forest-adjacent communities commonly gather NTFPs – mushrooms, honey, medicinal plants, wild fruits, resins, and fibers – as a primary or supplementary income source. Research in Ghana found that 97.5% of surveyed community members regularly collected NTFPs, yet most did not process or add value to what they gathered, selling raw materials at low prices rather than processed products at higher margins.
The gap here is not motivation – it is knowledge, equipment, and market access. Interventions that teach basic processing skills (drying, extraction, packaging, labeling) can dramatically increase the unit value of forest products. Honey can be filtered and properly packaged for premium markets. Medicinal plants can be dried and standardized for herbal product manufacturers. Shea nuts, collected predominantly by women across West Africa, become far more valuable as shea butter than as raw nuts – and the production of shea butter is already a women-dominated activity that, with quality standards and market connections, has become a significant export commodity in several countries.
Value chain interventions for forest-based products should focus on strengthening the nodes women already occupy – processing and local trade – while also enabling women to access the more remunerative end-market nodes through cooperative organization and certification schemes. Fair trade and organic certification, for instance, can unlock premium pricing for products that women are already producing, with relatively modest support for documentation and compliance.
Tenure and resource rights as the foundation
Access to improved technologies and market linkages in livestock and forest sectors is conditioned on a more fundamental right: security of access to the resources themselves. Women who do not have secure land or resource tenure face constant risk of displacement from the activities they depend on. Agroforestry interventions that integrate trees, livestock, and crops within the same production system have shown positive effects on income and food security in low- and middle-income countries – but their benefits are most durable when women have secure tenure over the land and resources involved. Policy-level interventions to formalize women’s resource rights are not peripheral to sectoral support – they are the enabling condition for it.
The cross-cutting principles that make interventions work
Across all three sectors, the most effective interventions share certain characteristics. They address multiple barriers simultaneously – skills training without market access produces little, and market access without quality improvement is unsustainable. They build on existing roles rather than requiring women to enter entirely new domains from scratch. They use collective organizing – cooperatives, self-help groups, producer organizations – to give women bargaining power and peer learning opportunities they cannot access individually. And they account for time constraints: women in all three sectors carry significant unpaid domestic and care work, so interventions designed without flexible scheduling or childcare provision will see lower uptake from the women who need them most.
Research on gender-sensitive value chain interventions distinguishes between three approaches: gender-accommodative (targeting women but not addressing systemic barriers), gender-sensitive (accounting for gender dynamics in design), and gender-transformative (actively working to change the norms and structures that create inequality). The evidence increasingly points to gender-transformative approaches as producing the most durable gains – not just higher income for women, but shifts in how decisions are made, how resources are allocated, and who is recognized as an economic actor.
Sector-specific interventions, when designed with this depth of gender analysis, do not just improve women’s productivity in a single area. They generate wider economic effects – better household nutrition, greater investment in children’s education, stronger community resilience – because women consistently reinvest a higher proportion of income back into household and community welfare. The case for getting sector-specific design right is not just a gender equality argument. It is a development efficiency argument.
